A VICTORIA falls magistrate has relaxed bail conditions for MDC-T MP Prince Dubeko Sibanda, who is accused of drugging and raping a 17-year-old schoolgirl.

Sibanda, 40, of Mkhosana Township in the resort town had been reporting twice a week at Victoria Falls or Bulawayo Central Police Stations on Mondays and Fridays.

He had also been ordered to deposit $400 bail and was barred from communicating with the complainant or any member of her family.

But magistrate Sharon Rosemani on Friday altered the reporting conditions as per request by the legislator who now has to report once a week on Wednesdays at Harare Central or Bulawayo Central Police Stations.

However, the other conditions remain as they were.

Sibanda’s lawyer, Givemore Muvhiringi applied for variation and produced a letter from the Clerk of Parliament Austin Zvoma confirming that the legislator was a member of a Parliamentary Portfolio Committee, and should not miss any meetings.

“This letter serves to confirm that Honourable PD Sibanda is a Member of National Assembly for Binga North. He is a member of Portfolio Committee on Public Service Labour and Social Welfare which meets every week on Mondays at 10AM and 2PM and the National Assembly sits from Tuesday to Thursday every week,” read Zvoma’s letter.

Said the defence lawyer in the variation application: “He has to attend to Parliament’s Portfolio meetings on Mondays and National Assembly sittings between Tuesday and Thursday while on Friday and Saturdays he has to attend to his constituency in Binga and that makes it difficult for him to report in Bulawayo and Victoria Falls.”

Prosecutors allege that Sibanda, a close friend of the complainant’s father who is also a prominent MDC-T activist had offered him $4,000 to cover up the crime.

Allegations are that on November 12 last year, Sibanda gave a lift to the girl who was doing Form Four at a private college, on his car.

As they drove along Kazungula Road, Sibanda allegedly offered the girl a drink which she took but immediately became weak and dizzy.

He is alleged to have raped her once in the vehicle without a condom and later begged her not to report the incident.

The girl, however went on to report the matter albeit belatedly.
