SALARY aances which are routinely requested by Gweru City Council workers are gobbling up the local authority’s daily cash income, a senior official has revealed.

In a memo dated 4 March 2015 and addressed to the chamber secretary, assistant director of finance, Michael Verenga, said the influx of salary aancement applications had a strain on the council’s cash flow management and should be curtailed.

Gweru employees received their November salaries last weekend and because of the delays workers have been thronging council offices to get salary aances to meet their living needs.

“Due to the uncontrollable influx of applications for salary aances and the financial destabilisation they are causing to our cash flow management we have instituted the following measure to manage our cash flow staring from today, 4 March 2015,” reads part of the memo copied to all heads of departments, chief internal auditor and salaries accountant seen by Newzimbabwe.com.

“We shall process a maximum of 10 applications per day and the others will join the queue pending their turn. This has been necessitated by the fact that we are withdrawing all our daily collections just to pay aance salaries.”

Verenga said the situation was not financially sustainable and had to be controlled.

He urged management to put in place a system of vetting the urgency of aance salary applications so that they can be manageable.
