DEPUTY Police Commissioner General for Human Resources, Levy Sibanda, has called for a mandatory stiff sentence of 40 years for rapists saying only deterrent punishment could curb the crime which he said was on the increase.

Sibanda made a plea to chiefs and legislators to put heads together to fight rape which he said had increased by 16 percent in 2014 compared to 2013.

“Chiefs please assist us, what has gone wrong with our nation, a man raping a two year old. It is an un-cultural practice never experienced by the older generation which is now common,” Sibanda said at the recent belated police Christmas party for the Midlands province.

“I think the MPs would agree with me that rapists should get 40 year sentences. There should be deterrent sentences to curb this heinous crime.”

Sibanda’s call comes in the wake of similar proposals by legislators like Harare West House of Assembly member Jessie Majome who last year moved a motion calling for the introduction of mandatory stiff sentence of 30 years and above for rapists and other perpetrators of gender based domestic violence.

Sibanda said he threw his weight behind women MPs who call for mandatory sentences for rapists.

“People who rape should be incarcerated for 40 years and above so that we clean society of dangerous people,” he said.

Meanwhile Sibanda implored police officers to desist from corrupt activities saying this would erode public confidence in law enforcement agents.

“You will not get praise for being corrupt. Members of the public will downgrade you for that,” Sibanda said.
