The European Union provides funding for a programme to support the electoral process in Zimbabwe. The main objective is to enhance the capacity of the Zimbabwe Electoral Commission to ensure inclusive, transparent and credible elections: its other objectives include the strengthening of civil society to perform its oversight role on electoral matters and to observe elections impartially and professionally as well as comprehensive civic and voter education for all citizens, particularly women and marginalised groups.
Moreover, concerns related to elections, including intimidation, are systematically raised in regular dialogue between the EU Delegation and the national authorities, including the Zimbabwe Electoral Commission.
As stated in the Council Conclusions on Zimbabwe adopted on 22 January 2018, the EU ‘would consider favourably electoral observation, provided that the required conditions are fulfilled and that an invitation from the Government of Zimbabwe is received’.
This message was reiterated by the High Representative/Vice-President in her statement on Zimbabwe at the plenary session of the European Parliament on 6 February 2018.
