Accra: President John Dramani Mahama has approved the appointment of Mr. Musah Ahmed as the new Judicial Secretary with immediate effect. The President acted on the advice of the Judicial Council and in accordance with Article 148 of the 1992 Constitution. A statement issued in Accra by the Communications Department of the Judicial Service of Ghana said Mr. Ahmed was duly sworn-in, on October 8, 2025, as the new Judicial Secretary by the Acting Chief Justice, Justice Paul Baffoe-Bonnie.
According to Ghana News Agency, Mr. Ahmed takes over from Deputy Judicial Secretary, Dr. Cyracus B. Bapuuroh, who has been acting in the capacity of Judicial Secretary since April 2025. By his appointment, Mr. Ahmed becomes the 17th Judicial Secretary since the First Republic. The statement highlighted Mr. Ahmed’s extensive legal experience, noting his over 25 years in private legal practice.
As CEO of Ahmed Legal Consult, Mr. Ahmed has specialized in various fields of law, including Maritime Law, Commercial Law, Constitutional Law, Land Law, and International Law. He has provided legal advisory services to Diplomatic Missions, including those of the Kingdom of Saudi Arabia and the State of Kuwait, as well as to corporate and traditional institutions. Mr. Ahmed has also served as the Vice-Chairman of the Hajj Board and contributed to key rule of law and institutional development initiatives.
The statement further emphasized Mr. Ahmed’s role as a founding member of the Legal Resource Centre, where he worked on expanding access to justice and strengthening institutional capacity. His accolades include the B. J. da Rocha Prize, and he has published works on cybersecurity, parliamentary immunity, and natural resource governance.
Mr. Ahmed is expected to bring strong legal drafting skills, sharp analytical thinking, and technological fluency to his new role. He holds an LL.M in National Security Law from the University of Ghana and earned his LL.B with Honours from the same University in 1997. He also obtained a Qualifying Certificate from the Ghana School of Law in 1999, where he was recognized as the Best Student in Advocacy and Legal Ethics.
As an active member of the Ghana Bar Association, American Bar Association, and National Bar Association (Washington, D.C.), Mr. Ahmed is guided by values of integrity, excellence, and service, which he is expected to bring to his role as the Judicial Secretary.
