World food prices hit record high in 2022: UN

PARIS, World food prices fell for a ninth month in a row in December but hit their highest level on record for the full year in 2022, UN data showed.

Food prices soared to a monthly record high in March after Russia invaded agricultural powerhouse Ukraine, a major supplier of wheat and cooking oil to the world.

But prices have dropped since then, with more relief brought by a deal brokered by Turkey and the United Nations in July that lifted a Russian naval blockade on Ukrainian grain exports.

The Food and Agriculture Organization said Friday its price index, which tracks the monthly change in international prices of a basket of food commodities, fell to 132.4 points in December, a 1.9 percent drop from November.

It was also one percent lower than in December 2021.

But the index was 14.3 percent higher overall in 2022 compared to the previous year as it reached an all-time high of 143.7 points.

“Calmer food commodity prices are welcome after two very volatile years,” FAO chief economist Maximo Torero said in a statement.

“It is important to remain vigilant and keep a strong focus on mitigating global food insecurity given that world food prices remain at elevated levels,” he said.

Torero said many staples are near record highs, with prices of rice rising and “still many risks associated with future supplies”.

World prices of maize were 24.8 percent higher on average in 2022 than in 2021, according to the FAO. Wheat was 15.6 percent more expensive.

But maize prices fell in December, mostly due to “strong competition” from Brazil, the FAO said.

Wheat was also down for the month “as ongoing harvests in the southern hemisphere boosted supplies and competition among exporters remained strong”.

The FAO’s vegetable oil price index reached a new record high in 2022 but fell 6.7 percent month-on-month in December to its lowest level since February 2021.

Dairy and meat prices hit their highest levels since 1990, the agency said. While meat prices fell 1.2 percent in December, those of dairy rose 1.1 percent for the month.

Recognizing and tackling a global food crisis

This year, acute food insecurity is projected to reach a new peak, surpassing the food crisis experienced in 2007-2008. A combination of factors—including greater poverty and supply chain disruptions in the wake of the COVID-19 pandemic, the war in Ukraine, rising inflation, and high commodity prices—has increased food and nutrition insecurity. This is a multifaceted crisis, affecting access to and availability of food, with long-term consequences for health and productivity. The World Bank has scaled up its efforts to bolster food security, reduce risks, and strengthen food systems over the short and long term. Urgent action is needed across governments and multilateral partners to avert a severe and prolonged food crisis.

Declining food access and availability, with high risks

For most countries, domestic food prices have risen sharply in 2022, compromising access to food—particularly for low-income households, who spend the majority of their incomes on food and are especially vulnerable to food price increases. Higher food inflation followed a sharp spike in global food commodity prices, exacerbated by the war in Ukraine. Average global wheat, maize, and rice prices were respectively 18 percent, 27 percent, and 10 percent higher in October 2022 relative to October 2021.

At the same time, food availability is declining. For the first time in a decade, global cereal production will fall in 2022 relative to 2021. More countries are relying on existing food stocks and reserves to fill the gap, raising the risk if the current crisis persists. And rising energy and fertilizer prices—key inputs to produce food—threaten production for the next season, especially in net fertilizer-importing countries and regions like East Africa.

These trends are already affecting health. Stunting and wasting in children, and anaemia in pregnant women, are increasing as households are less able to include sufficient nutrition in their diets. A recent World Bank survey indicated that 42 percent of households across all countries covered were unable to eat healthy or nutritious food in the previous 30 days. These health effects carry long-term consequences for the ability to learn and work, and therefore escape poverty.

Globally, food security is under threat beyond just the immediate crisis. Growing public debt burdens, currency depreciation, higher inflation, increasing interest rates, and the rising risk of a global recession may compound access to and availability of food, especially for importing countries. At the same time, the agricultural food sector is both vulnerable and a contributor to climate change, responsible for one-third of global greenhouse gas emissions. And agricultural productivity growth is not staying ahead of the impacts of climate change, contributing to more food-related shocks. For example, an unprecedented multi-season drought has worsened food insecurity in the Horn of Africa, with Somalia on the verge of famine.

Managing the crisis and preparing for the future

The World Bank is responding to this escalating crisis with four areas of actions: (i) supporting production and producers, (ii) facilitating increased trade in food and production inputs, (iii) supporting vulnerable households, and (iv) investing in sustainable food security. It has made over $26 billion available for short- and long-term food security interventions in 69 countries, including active interventions in 22 of the 24 hunger hotspots identified as countries with the most pressing needs by the Food and Agriculture Organization and the World Food Programme. Since April 2022, the World Bank has disbursed $8.1 billion, approximately evenly split between crisis response and long-term resilience projects. In the short term, projects like the Emergency Project to Combat the Food Crisis in Cameroon will provide 98,490 beneficiaries with emergency food and nutrition assistance with support from the World Food Programme. In addition to supporting vulnerable households, governments of food-exporting countries can improve global food security by limiting measures like export bans and stockpiling of food. In the longer term, governments can make an enormous difference by repurposing public spending on agricultural policies and support for a more resilient and sustainable food system that directly improves health, economies, and the planet.

These actions and newly released funding underline the scale of the crisis. Timely, coordinated, and sustained action through partnerships such as the Global Alliance on Food Security can maximize the impact of new policies and funding, and mitigate the scale of the crisis. The time to act is now.

WFP: First Ukrainian humanitarian grain shipment leaves for Horn of Africa

The first vessel transporting Ukrainian wheat grain to support humanitarian operations run by the World Food Programme (WFP) has left the port of Yuzhny, also known as Pivdennyi, the UN agency reported on Tuesday.

The MV Brave Commander departed with 23,000 metric tonnes of wheat grain for WFP’s response in the Horn of Africa, where the threat of famine is looming due to severe drought.

This is the first shipment of humanitarian food assistance under the Black Sea Grain Initiative signed by Ukraine, Russia, Türkiye and the UN in July.

Feeding the world’s hungry

It marks another important milestone in efforts to get much-needed Ukrainian grain out of the war-torn country and back into global markets, to reach people worst affected by the global food crisis.

“Getting the Black Sea Ports open is the single most important thing we can do right now to help the world’s hungry,” said WFP Executive Director David Beasley.

“It will take more than grain ships out of Ukraine to stop world hunger, but with Ukrainian grain back on global markets we have a chance to stop this global food crisis from spiraling even further.”

WFP will use the wheat grain shipment to scale-up its efforts in southern and south-eastern Ethiopia, supporting more than 1.5 million people affected by drought.

Globally, a record 345 million people in more than 80 countries are currently facing acute food insecurity, while up to 50 million people in 45 countries are at risk of being pushed into famine without humanitarian support.

The current hunger crisis is being driven by several factors including conflict, climate impacts, and the COVID-19 pandemic.

The war in Ukraine is another catalyst as the country is a major grain exporter. Ukraine was exporting up to six million tonnes of grain a month prior to the start of the conflict in February, but volumes now are at an average of one million tonnes per month.

More action needed

WFP said that with commercial and humanitarian maritime traffic now resuming in and out of Ukraine’s Black Sea Port, some global supply disruptions will ease, which will bring relief to countries facing the worst of the global food crisis.

Crucially, Ukraine will also be able to empty its grain storage silos ahead of the summer season harvest, the agency added.

However, despite these developments, the unprecedented food crisis continues.

WFP stressed the need for immediate action that brings together the humanitarian community, governments, and the private sector to save lives and invest in long term solutions, warning that “failure will see people around the world slip into devastating famines with destabilizing impacts felt by us all.”

WFP and IFRC join forces to strengthen the response to anticipated climate shocks in MENA

DUBAI –The United Nations World Food Programme (WFP) and The International Federation of Red Cross and Red Crescent Societies (IFRC) today signed a regional Memorandum of Understanding to support joint advocacy, capacity development, and resource mobilization for the coordinated national level implementation of anticipatory action in response to climate shocks in the Middle East and North Africa region.

The signing took place at the conclusion of an event, “Road to COP27: Anticipatory Action Milestones and Way Forward in MENA”, that was hosted by the International Humanitarian City (IHC), Dubai, United Arab Emirates and attended by high-level speakers and representatives from the UAE government, Ministry of Climate Change and Environment, WFP, IFRC, Red Cross Red Crescent Climate Centre and national societies, regional and international humanitarian organisations including UNDRR, FAO, Start Network, REAP.

The event emphasized the ongoing importance of acting early ahead of climate-related disasters, through anticipatory action. Anticipatory is action is effective way of mitigating the worst consequences of predictable climate risks, which are expected to become more frequent and intense because of climate change and conflict in the MENA region.

“In a region where climate hazards such as droughts, floods, and heatwaves are increasing humanitarian needs, anticipatory action aims to reduce or mitigate the impact of these hazards on the most vulnerable people,” said Mageed Yahia, WFP Representative to the GCC. “We are grateful for the strong representation from the UAE in this event today, an important ally in the quest to make the humanitarian system as anticipatory as possible,” he added.

Over the last few years, WFP and IFRC have been making progress in setting the scene for an anticipatory action (AA) approach in the MENA region for acting earlier ahead of disasters.

“Let us not forget that COP27 goals and vision are mitigation, adaptation, finance, and collaboration. Today we are addressing these four main elements, as Anticipatory Action allows for the mitigation and adaptation of climate change impacts,” said IFRC MENA Deputy Regional Director, Rania Ahmad. “This collaboration between IFRC and WFP will allow for increased sharing of experiences and financing and make the most vulnerable populations better prepared and enhance their resilience.”

During the event, WFP and the Overseas Development Institute (ODI) also launched the “Anticipatory Action in the MENA Region: State of Play and Accelerating Action” report, supported by the Swedish government, which highlights the state of anticipatory action in the region, and its potential to help avoid and reduce the impacts of disasters.

Regional coordination and collaboration across all stakeholders will be necessary to complement efforts and engagements to scale up the anticipatory actions agenda in the region with tangible results.

To support this, IFRC and WFP are establishing the “MENA Anticipatory Action regional community of practice” as a space for technical and advocacy coordination, collaboration, learning exchange and capacity strengthening on anticipatory action and acting earlier ahead of disasters in the region. The initiative will bring together UN agencies, the Red Cross Red Crescent movement, as well as international organizations, governments, NGOs, the public and private sector, and academia, to coordinate and work together to effectively scale up and deliver anticipatory action programmes as the threat of climate shocks continues to grow.

USAID Chief Visits Horn of Africa Amid Severe Regional Hunger Crisis

U.S. aid officials are calling on countries in the Horn of Africa to speak out against the Russian government's blockade of Ukrainian ports, which have held back grain exports needed to feed millions of hungry people in the region. Officials also are pleading with armed groups in Ethiopia, Somalia and South Sudan to allow free passage of foodstuff in areas under their control.

The U.S. government's top aid officials are on a three-day visit to East Africa, where nearly 20 million people are in a state of severe hunger and food insecurity aggravated by the Russian invasion of Ukraine and cutoff of Ukrainian food exports.

In her first stop in the region, USAID Administrator Samantha Power, speaking in Kenya’s capital Nairobi, said a concerted effort is needed to overcome the regional humanitarian crisis.

Earlier in the week, Power announced $1.2 billion in new money for Ethiopia, Somalia and Kenya and spoke Friday of how the money will be dedicated to meeting the food crisis in Kenya.

“That’s an enormous sum of money and it speaks to the amount of need here, but again we need other donors to step as well,” Power said. “At the same time we try to mobilize those resources we need to be pushing for access to hard-to-reach areas, and no party to the conflict should be impeding the safe passage of humanitarian relief.”

Kenya will receive about $255 million of the latest U.S. contribution. Some 4.1 million people are food insecure in Kenya, up from 3.5 million in March this year.

Kenya’s minister for public service and gender Margaret Kobia said the government has been able to provide humanitarian assistance in the arid and semi-arid areas of the country.

“The government has been giving cash transfers since September last year,” Kobia said. “We feel that even for those who are moving from one location to another, cash transfer remains a mode that can reach them wherever they are so long as they have a telephone.”

The Horn is experiencing a drought that is leaving millions on the brink of starvation.

Humanitarian agencies operating in Ethiopia and Somalia are finding it challenging to access some parts of both countries because of conflict and hundreds of thousands of people have been forced to move to safer areas to get access to food, water and medicine.

The United Nations and Turkey have mediated a deal to free Ukrainian grain exports. But Power said African countries need to pressure Russia to make sure the exports reach their intended destinations.

“This is going to be a challenging period for this region even if the grains can be unlocked, but every voice on the continent and around the world should be crying out in unison to Vladimir Putin, ‘Let the grains go, let the grains go Mr. Putin,’” Power said. “This is a humanitarian catastrophe in the making and anything any one of us can do to alleviate that must be done.”

Somalia gets 90 percent of its wheat from Russia and Ukraine, and even those with money are finding it difficult to afford the food in the markets.

Aid agencies warn eight areas in Somalia are at risk of famine and more than 7 million people are affected by drought, which has wiped out pastures and livestock.
